On the other hand, why is it that before Katrina when we had hurricanes none of these special services were needed?  I can tell you why, because people always took care of themselves, looked for ways to help themselves, and did not depend on the government for "copiers and cable TV."  Sheltering is to provide a basic need for a short period of time.  That basic need is shelter.  That does not include a bed, tv, and three hot square meals a day.  I was at home and didn't have those things.  Get real people, hard times call for tough character, not whining.
